Oversize Transport Permits in the EU
The complete 2026 reference for abnormal load permits across Europe — country-by-country requirements, costs, lead times, escort rules and common pitfalls.
What Counts as an Oversize / Abnormal Load?
Across the EU, a vehicle or combination is classified as oversize (abnormal, exceptional) when it exceeds the standard limits defined by Directive 96/53/EC. Any single exceedance triggers a permit requirement.
| Dimension | Standard Limit | Oversize From |
|---|---|---|
| Width | 2.55 m | > 2.55 m |
| Height | 4.00 m | > 4.00 m |
| Length (articulated) | 16.50 m | > 16.50 m |
| Length (rigid + trailer) | 18.75 m | > 18.75 m |
| Gross weight | 40 t (44 t intermodal) | > 40/44 t |
Country-by-Country Permit Requirements
Each EU member state (and the UK post-Brexit) operates its own permit authority with distinct procedures, fees, and timelines. Below is a summary for the 9 most important markets for heavy haulage operators.

Required Documents for Permit Application
While exact requirements differ between authorities, the following documents are universally needed for any oversize transport permit application in Europe:
- Vehicle registration certificate (tractor + trailer)
- Technical specification sheet — axle loads, wheelbase, tyre pressures
- Detailed route plan with bridge/tunnel clearance checks
- OCP transport insurance certificate (min. €500,000 recommended)
- Technical drawings of cargo with exact dimensions & weight distribution
- Load securing plan (EN 12195 compliant)
- Escort vehicle certification (where applicable)
- Driver CPC card and ADR certificate (if hazardous components)
Escort Vehicle Requirements by Country
Escort (pilot car) obligations escalate with load dimensions. Most countries follow a two-tier system: private escort vehicle first, then police escort for the largest loads.
| Country | Private escort from | Police escort from |
|---|---|---|
| Poland | > 3.2 m width | > 3.4 m width or > 60 t |
| Germany | > 3.0 m (BF3) | > 4.0 m (BF4) or route-specific |
| France | > 3.0 m or > 25 m length | > 4.0 m or > 100 t |
| Netherlands | > 3.5 m (TMA vehicle) | > 4.5 m or case-by-case |
| Belgium | > 3.5 m width | > 5.0 m or motorway closures |
| Czech Republic | > 3.0 m width | > 4.0 m or > 60 t |
| United Kingdom | > 3.0 m (statutory attendant) | > 5.0 m or > 150 t |
| Spain | > 3.0 m width | > 3.5 m (Guardia Civil) |
| Italy | > 3.0 m (scorta tecnica) | > 4.0 m or > 100 t |
Common Mistakes That Delay Permits
Applying too late
Italy and Spain can take 30–45 days. Starting 1 week before planned transport guarantees delays.
Incorrect dimensions on application
Even 5 cm error in height or width can invalidate a permit. Measure loaded height including trailer deck.
Missing route survey
Bridges, roundabouts, and overhead lines may require detours. Authorities reject applications without swept-path analysis for >3.5 m wide loads.
Not coordinating multi-country permits
Each country issues independently. If Germany takes 20 days and France only 10, your French permit may expire before the German one is issued.
Ignoring weekend & night restrictions
Most EU countries ban oversized movement on weekends and public holidays. Germany: no movement Friday 15:00–Monday 06:00 for Cat III+.
Wrong permit category
Applying for Category I when load requires Category III means re-application from scratch and another 2–4 weeks lost.
