What Counts as an Oversize / Abnormal Load?

Across the EU, a vehicle or combination is classified as oversize (abnormal, exceptional) when it exceeds the standard limits defined by Directive 96/53/EC. Any single exceedance triggers a permit requirement.

Annual / Blanket Permit

  • Duration: 12 months
  • Best for: Frequent operator, known corridors

Required Documents for Permit Application

While exact requirements differ between authorities, the following documents are universally needed for any oversize transport permit application in Europe:

  • Vehicle registration certificate (tractor + trailer)
  • Technical specification sheet — axle loads, wheelbase, tyre pressures
  • Detailed route plan with bridge/tunnel clearance checks
  • OCP transport insurance certificate (min. €500,000 recommended)
  • Technical drawings of cargo with exact dimensions & weight distribution
  • Load securing plan (EN 12195 compliant)
  • Escort vehicle certification (where applicable)
  • Driver CPC card and ADR certificate (if hazardous components)

Escort Vehicle Requirements by Country

Escort (pilot car) obligations escalate with load dimensions. Most countries follow a two-tier system: private escort vehicle first, then police escort for the largest loads.

CountryPrivate escort fromPolice escort from
Poland> 3.2 m width> 3.4 m width or > 60 t
Germany> 3.0 m (BF3)> 4.0 m (BF4) or route-specific
France> 3.0 m or > 25 m length> 4.0 m or > 100 t
Netherlands> 3.5 m (TMA vehicle)> 4.5 m or case-by-case
Belgium> 3.5 m width> 5.0 m or motorway closures
Czech Republic> 3.0 m width> 4.0 m or > 60 t
United Kingdom> 3.0 m (statutory attendant)> 5.0 m or > 150 t
Spain> 3.0 m width> 3.5 m (Guardia Civil)
Italy> 3.0 m (scorta tecnica)> 4.0 m or > 100 t

Common Mistakes That Delay Permits

Applying too late

Italy and Spain can take 30–45 days. Starting 1 week before planned transport guarantees delays.

Incorrect dimensions on application

Even 5 cm error in height or width can invalidate a permit. Measure loaded height including trailer deck.

Missing route survey

Bridges, roundabouts, and overhead lines may require detours. Authorities reject applications without swept-path analysis for >3.5 m wide loads.

Not coordinating multi-country permits

Each country issues independently. If Germany takes 20 days and France only 10, your French permit may expire before the German one is issued.

Ignoring weekend & night restrictions

Most EU countries ban oversized movement on weekends and public holidays. Germany: no movement Friday 15:00–Monday 06:00 for Cat III+.

Wrong permit category

Applying for Category I when load requires Category III means re-application from scratch and another 2–4 weeks lost.

Frequently Asked Questions

How long does it take to get an oversize transport permit in the EU?
Processing times vary significantly by country. UK ESDAL notifications can be completed in 2 working days, while Italy and Spain may take 30–45 working days. Germany (VEMAGS) averages 5–20 days, Poland 7–14 days, France 10–30 days. For cross-border transports, plan at least 6 weeks ahead to align permits from all transit countries. Gonera Transport manages all applications simultaneously. Contact: +48 534 531 513.
What dimensions make a load "oversize" in Europe?
A load is classified as oversize/abnormal when it exceeds: width 2.55 m, height 4.00 m, length 16.50 m (articulated vehicle) or 18.75 m (road train), or gross vehicle weight of 40 tonnes (44 t for intermodal). These thresholds are broadly harmonized across the EU, though some countries have minor variations. Any exceedance in a single dimension requires a permit.
Do I need an escort vehicle for oversize transport?
Escort (pilot car) requirements vary by country and load category. Generally: loads wider than 3.0–3.5 m need one escort vehicle, above 4.0–5.0 m require police escort in addition. In Germany, BF3 escort is mandatory above 3.0 m width; in the UK, a statutory attendant is required above 3.0 m. Gonera provides certified escort vehicles with trained attendants across all European corridors.
How much do oversize transport permits cost?
Permit fees range from €0 (UK ESDAL is free) to €2,500 (Germany Cat III). Typical single-trip costs: Poland €100–€1,600, Germany €150–€2,500, France €50–€800, Netherlands €200–€1,200, Italy €150–€2,000. Annual permits are more cost-effective for frequent operators. Actual cost depends on load category, route length, and number of regions crossed. Gonera includes all permit fees in transport quotes.
